President Grants Himself Powers

I recently read this. Where in the Constitution does it say that the president can give himself additional powers? What country are we living in? What year is it? Where's the outrage?

He will be able to assume control of the government in the event of a catastrophic emergency. They define catastrophic emergency as "any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government function". So if China has a major economic collapse he can take over the government because it will certainly hurt our economy.

Please consider Ron Paul for President as he will work to bring the executive branch back in line with the Constitution.
